One plan the Spanish government is considering implementing is the introduction of a tax break for small and medium enterprises. Conditions of this tax reduction will require companies to commit to maintaining their current number of employees for a definite length of time.

These measures are being considered because the stimulus packages currently available (subsidies for certain groups and unemployment insurance) are not having the desired effect. The rate of unemployment continues to hover around 18% (38% for the younger population), and is expected to rise even further in the fourth quarter.
